What do you mean by Settlement Pending?
SETTLEMENT PENDING refers to the current status of your auto renewal subscription. This means that the transaction is currently being processed by verisign. License will be sent as soon as verisign settled the subscription. Please check your billing history from time to time and if you saw that the "settlement is successful" then your license will be generated.
